Position Description

Base pay is influenced by several factors including a candidate’s qualifications, relevant experience, and anticipated contributions to meet the needs of the business, along with internal pay equity and external market driven rates. The salary range displayed has not been adjusted for geographical location. This role reports to the Vice President of Learning and Culture and is responsible for planning, developing, and executing change management strategies and activities that support successful adoption of initiatives across Capital Blue Cross and family of companies. -The role combines deep change management expertise with a strong understanding of organizational design, leadership effectiveness, and employee engagement. -This role will serve as a trusted partner to business leaders, HR, and project teams to ensure the human side of change is effectively addressed and sustained. They will play a critical role in driving employee engagement, building organizational readiness, and embedding a culture of change resilience.

Responsibilities and Qualifications

Change Strategy and Leadership:

  • Develop and implement a change management framework for Capital Blue Cross.
  • Develop and implement change management approaches and activities for a range of initiatives from enterprise transformations and large, strategic initiatives to more targeted, smaller-scale project-related or departmental changes. 
  • Develop an understanding of the business operations and processes to determine the context in which the operations or processes are evolving and the nature of the changes taking place.
  • Conduct change impact assessments, stakeholder analyses, and change readiness evaluations to inform initiative / project design and implementation plans.
  • Create tailored change roadmaps that include communication, training, sponsorship, and reinforcement plans aligned to initiative or project goals and timelines.

Implementation:

  • Collaborate with cross-functional teams to integrate change management into project governance and workflows.
  • Design communication and engagement strategies that articulate the case for change and foster leadership alignment.
  • Partner with Learning & Development to design and coordinate role-specific training and support resources that facilitate behavior change and knowledge transfer.
  • Develop and manage communication and training plans to deliver knowledge to impacted users and prepare for adoption of change.
  • Define and track key success metrics for change adoption, employee readiness, and business impact.
  • Monitor progress, risks, and barriers to change; adjust plans as needed to maintain momentum and alignment.
  • Develop post-implementation reviews and lessons learned to inform future change initiatives.

Stakeholder Enablement:

  • Provide coaching to leaders and change sponsors to strengthen their role in leading change effectively.
  • Build and manage networks of change agents and champions to drive grassroots engagement and feedback.
  • Facilitate workshops and stakeholder sessions to promote clarity, buy-in, and two-way communication.
  • Develop solutions to drive change methodology throughout (all levels) organization.

Education and Experience:

  • Bachelor’s degree in Organizational Development, Human Resources, Business, Psychology, or a related field required.
  • 8+ years of progressive experience in organizational change management roles.
  • Proven track record designing and implementing change strategies for both enterprise-level and functional-level initiatives.
  • Experience in the health insurance, healthcare, or other complex, regulated industries strongly preferred.

Knowledge, Skills, and Abilities:   

  • Deep understanding of change frameworks such as ADKAR, Kotter, and McKinsey 7-S.
  • Strong facilitation, consulting, and influencing skills across diverse stakeholder groups.
  • Excellent written and verbal communication abilities, with a talent for translating complex information into clear messaging.
  • Strong analytical and problem-solving abilities with a continuous improvement mindset.
  • Comfortable managing ambiguity, navigating matrixed environments, and working across multiple concurrent initiatives.
  • Ability to think strategically while executing tactically.
  • Excellent project management and organizational skills, with a proven ability to manage multiple initiatives simultaneously.

Location:

  • This position is classified hybrid, which requires onsite work on Tuesdays and Wednesdays. 

Certification, and Licenses

  • Change management certification (e.g. Prosci, CCMP).
