Position Description

Base pay is influenced by several factors including a candidate’s qualifications, relevant experience, and anticipated contributions to meet the needs of the business, along with internal pay equity and external market driven rates. The salary range displayed has not been adjusted for geographical location. Primarily responsible for all aspects of StepWise, the tool used by Actuarial and Underwriting to set premium for individual and group products. Includes a wide range of tasks from programming mathematical logic, maintaining data, tables and exhibits, implementing monthly production processes, testing, documentation and participation on cross-functional project teams. A blend of technical expertise and strong interpersonal relationship skills is needed.

Responsibilities and Qualifications

  • Maintain and Update StepWise:
    • Security - maintain security access to StepWise tools and data; complete MAR audit of security roles
    • Formulas - programming calculation logic as prescribed by Actuarial staff
    • Print exhibits - maintain and update print exhibits ensuring verbiage has legal approval and values populated from StepWise are accurate
    • Integration with other systems - collaborate with IT staff to create and maintain automated connectivity to other systems such as the sales tool (Salesforce) and other corporate data sources such as EDW, Facets and REDS.
    • Testing - unit test changes and coordination with end user testing in other systems
    • Documentation - create any necessary documentation to support end users and other unit members
    • Communication - communicate changes to end users and provide any necessary training
  • Monthly Production Activities:
    • Monitor data loads and perform balancing activities
    • Update factor tables with factors provided by Actuarial staff
    • Prepare migration packages to move changes to production
    • Determine which groups are due for renewal and prepare and execute renewal batches based on market segment and financial arrangement.
    • Prepare standard reports.
  • Support:
    • Assist in setting up new StepWise users and conducting basic training as needed.
    • Assist case underwriters with StepWise issues and complex calculations and print exhibits which require manual intervention.
    • Assist Actuarial staff with modeling activities.
    • Assist IT staff with incident reports that may be directly or indirectly connected to StepWise.
    • Develop and produce reports based on SW data to support UW and Actuarial management and project support.
  • Summaries of Benefits and Coverage (SBC) Support:
    • Update StepWise formula and print exhibit based on government-mandated changes to the template and changes to handle new CBC plans and benefits.
    • Assist Sales Coordinators with troubleshooting errors and producing accurate coverage example results for groups with non-standard benefits.
  • Corporate Project Team Membership:
    • Represent UW Operations on project teams by actively participating in discussions on topics that affect StepWise, offering thoughtful suggestions on paths of action and/or issue resolution and keeping the unit and management apprised of progress.
    • Represent the interests of Actuarial, Underwriting and IT if no members of those units are present and communicate meeting information, questions and issues to the appropriate staff.
    • Participate in any necessary cross-functional testing.

Experience:

  • Must have experience with StepWise and portal designer functionality.
  • Minimum 5 years’ experience with software configuration or comparable programming experience 
  • Minimum 5 years hands on data management skills – establishing testing protocols, defining requirements, balancing large data sets, etc.
  • Minimum 5 years working experience with relational databases and tools to query with such data. 
  • Knowledge of these specific platforms/tools (Oracle, SQL Server, Netezza, Informatica, JavaScript, SQL, SOQL) is a plus
  • Strong background in technical requirements gathering and solutioning, data-flow mapping, software / POC demonstrations and presentations to business and technical teams.
  • Expertise in Data Modeling of systems - conceptual, logical and physical modeling
  • Work experience in health insurance or health care industry is a plus.

Skills:

  • Understanding of CBC corporate structure including knowledge of standards and policies, business practices and procedures.
  • Ability to act as a liaison and recommend solutions to a variety of departments as well as external entities.
  • Ability to perform duties with minimal supervision.
  • Must possess effective verbal and written communication skills.
  • Experience in Sales CRM and Stepwise a definite plus.
  • Must be proficient with MS Word, Excel, internet searching and web-based tools.
  • Accuracy and attention to detail.

Knowledge:

  • Understanding of basic principles of setting health insurance premiums and how they differ based on market segment.

Education, Certification, and Licenses:

  • Requires a bachelor’s degree in computer science, mathematical science or similar technical focus.
  • Maintain a professional level of competence through continued education and exposure to technologies/methodologies.
