Position Description

Base pay is influenced by several factors including a candidate’s qualifications, relevant experience, and anticipated contributions to meet the needs of the business, along with internal pay equity and external market driven rates. The salary range displayed has not been adjusted for geographical location. The Instructional Designer plays a critical role in designing and developing impactful training solutions that respond to rapidly changing business needs. This role requires a deep understanding of adult learning theory, instructional design methodologies, and the ability to work quickly and collaboratively across teams.-The core responsibilities of this role focus on partnering with stakeholders to assess performance gaps, translate business challenges into learning objectives, and deliver relevant, learner-centered content where impact is measured. They are skilled in creating a variety of learning formats including eLearning, microlearning, instructor-led training, and blended solutions using modern design tools and technologies.-This professional thrives in dynamic environments, balancing speed with quality, and continuously iterates on learning experiences based on feedback and performance data. They are passionate about adult learning and are committed to fostering a culture of continuous learning throughout Capital Blue Cross and its subsidiaries.

Responsibilities and Qualifications

Rapid Design & Development (60%)

  • Quickly assesses learning needs and designs scalable solutions in response to evolving business priorities.
  • Applies adult learning principles to ensure content is relevant, engaging, and learner-centered.
  • Incorporates real-world scenarios, problem-solving activities, and opportunities for reflection and feedback.
  • Manages multiple learning projects simultaneously with short turnaround times.
  • Uses agile methodologies to iterate and improve learning solutions based on feedback and performance data.                 

Needs Analysis & Consultation (20%)

  • Partners with the Director, Learning & Development, business leaders, subject matter experts, and HR to identify performance gaps and learning opportunities.
  • Translates business challenges into clear learning objectives and outcomes.                       

Evaluation and Continuous Improvement (20%)

  • Creates meaningful course evaluations to measure learning effectiveness and ROI through assessments, surveys, and performance metrics.
  • Uses data to refine content, enhance delivery methods, and make strategic decisions for greater impact.

Skills:

  • Proficiency with Articulate 360 Suite for eLearning development
  • Strong command of Microsoft PowerPoint; Microsoft Teams; Microsoft Word
  • Familiarity with Kirkpatrick Evaluation Model
  • Experience using Data Analytics tools (e.g., Power BI, Excel) to measure learning impact
  • Expertise with modern adult-learning design methodologies and best practices
  • Understanding of Team effectiveness principles and group dynamics
  • Knowledge of Change Management principles to support organizational initiatives
  • Experience in Performance Consulting to align learning with business needs
  • Strong project management skills to drive initiatives from design through implementation.          

Experience:

  • Minimum 5 years Instructional Design experience.

Education and Certifications:

  • Bachelor’s degree in Instructional Design, HR, or related field required.
  • Certification in instructional design or learning technologies (e.g., APTD, CPTD, Performance Consulting, ATD Master Programs, Evaluating Learning Impact Certification, Change Management) preferred

Location:

  • This position is classified hybrid, which requires onsite work on Tuesdays and Wednesdays.
