Position Description

Base pay is influenced by several factors including a candidate’s qualifications, relevant experience, and anticipated contributions to meet the needs of the business, along with internal pay equity and external market driven rates. The salary range displayed has not been adjusted for geographical location. The Director Enterprise Architecture is responsible for the development and implementation of Capital's Enterprise Architecture strategy. Has corporate responsibility for technology considerations including identifying requirements, developing plans, and executing projects to achieve specific goals and objectives. Works with Innovation Technology and Delivery Leadership and business partners to set strategic direction for the technology to conduct business transactions and services.

Responsibilities and Qualifications

  • 15% - Provides direction for the day to day operation support for CBC Enterprise Architecture. Provides leadership in the design and development of enterprise wide applications in support of Corporate initiatives
  • 15% - Develops corporate strategies/plans related to CBC's EA direction and presents to senior management, board of directors and trading partners as needed.
  • 15% - Provides consulting support/service to the CBC business community regarding all technologies.
  • 10% - Reviews CBC's EA plans, practices and policies and ensures they are appropriately synchronized with its affiliates and other business/trading partners.
  • 10% - Develops strategies for the use of internally and cloud based technologies and development of long term vision and strategies as necessary.
  • 10% - Develops strategies for QA, Agile and other cross functional needs.
  • 5% - Provides management of vendor relationships and contracts that support CBC's EC initiatives.
  • 5% - Ensures that corporate and unit budgets reflect and support EA initiatives, changes in workload and resource/personnel needs. Reviews actual expenses versus budget, identifies variances, and takes appropriate action.
  • 10% - Applies Human Resources policies and procedures in a consistent, equitable manner to ensure fair and equal treatment for staff. Assesses staff performance against standards and provides individual development plans for employees.
  • 5% - Develops process measurements and reports progress to document significant planned activities.

Skills:

  • Strong interpersonal skills including strong written and verbal communication skills.
  • A minimum of five years management experience, preferably leading a large (20 or more person) department.

Knowledge:

Thorough knowledge and significant work experience in the following areas:

  • Architecture, Design and Strategy
  • Technology Roadmap Management
  • Application Development
  • Digital Strategies
  • SDLC, Agile
  • Cloud based technologies, architecture and design
  • Telecommunications technologies including voice and data
  • FHIR Interoperability
  • Integration technologies and services
  • Core Administration Processing System (E.g., Facets, TruCare)
  • Data Analytics and Reporting technologies
  • Artificial Intelligence

Experience:

  • A minimum of ten years work experience in Information Technology including 3-5 years’ experience in Enterprise Architecture and technology solutioning.
  • Strong individual planning, organization and problem solving skills.
  • Ability to effectively motivate, lead and monitor members of a project team and direct assigned staff towards set goals. Includes developing and maintaining positive, professional relationships with CBC and Information Technology management to effectively coordinate activities between the two entities.
  • Ability to prepare quality written materials for various internal/external audiences and deliver oral presentations to all levels of management, board of directors, and Consumer Advisory Council when appropriate.
  • Demonstrated success in leading large scale, visible projects through the use of matrix management techniques and leading edge project management methodologies.

Education and Certifications:

  • 4 year College degree in Appropriate field. Master’s preferred

  • While performing the duties of the job, the employee is frequently required to sit, use hands and fingers, talk, hear, and see. The employee must be able to work over 40 hours per week. The employee must occasionally lift and/or move up to 5 pounds.
